Telangana Government Approves 16,448 Contract, Outsourcing and Honorarium Services Under Director of Medical Education

The Government of Telangana has issued G.O.Rt.No.1085, Finance (HRM.VII) Department, dated 29 June 2025, granting permission to continue 16,448 various categories of services under the administrative control of the Director of Medical Education (DME), Telangana, Hyderabad.

The government order relates to the continuation of services for the financial year 2025–26, covering the period from 1 April 2025 to 31 March 2026, subject to the conditions specified in the order.

16,448 Services Approved

According to the government order, the approved services are divided into four categories:

– 4,772 Contract Services
– 8,615 Outsourcing Services
– 3,056 Honorarium Services
– 5 MTS Services

The first three categories are detailed in Annexure-I, while the five MTS services are listed separately in Annexure-II.

The order states that these services are permitted for one year, from 01.04.2025 to 31.03.2026, or until the regular posts are filled, or until the actual need for the services ceases, whichever is earlier.

Services Across Medical Colleges and Hospitals

The detailed Annexure-I covers a wide range of institutions and units under the Director of Medical Education. These include government medical colleges, teaching hospitals, nursing colleges, general hospitals, maternity hospitals, dental institutions, and other medical establishments across Telangana.

The statement contains service-wise details such as:

– Name of the district or unit
– Name of the service/designation
– Number of services permitted
– Remuneration payable for each service
– Applicable Government Order for remuneration
– Whether the service is against a regular post
– Number of services permitted without sanctioned regular posts

For example, the Annexure begins with RIMS General Hospital, Adilabad, where positions such as Nursing Orderlies, Nursing Officers, Lab Technicians, ECG Technicians, Physiotherapists, Radiographers, Pharmacists, Data Entry Operators, Drivers and several other support services are listed.

Wide Range of Job Categories

The government order covers both medical and non-medical services.

Medical and technical categories include positions such as:

– Assistant Professor
– Associate Professor
– Professor
– Tutor
– Senior Resident
– Nursing Officer
– Lab Technician
– Radiographer
– ECG Technician
– Pharmacist
– Physiotherapist
– Blood Bank Technician

At the same time, several support and administrative categories are also included, such as Data Entry Operators, Drivers, Electricians, Plumbers, Carpenters, Office Subordinates, Ward Boys, Security Guards, Cleaners, Kitchen Boys, Dhobis and other hospital support personnel.

The remuneration varies according to the designation. For instance, the Annexure shows remuneration of ₹1,25,000 for Assistant Professors, ₹92,575 for Senior Residents, ₹25,140 for Nursing Officers, and ₹22,750 for several technical categories, while various support categories are listed at ₹15,600 or ₹19,500, depending on the service.

Important Hyderabad Institutions Included

The Annexure also includes several major government medical institutions in Hyderabad.

Among the institutions listed are:

– Gandhi Medical College and Hospital
– Government Dental College & Hospital, Afzalgunj
– Government ENT Hospital
– Government General & Chest Hospital
– Government Hospital for Mental Care, Erragadda

For Niloufer Hospital, Hyderabad, the Annexure lists 10 Assistant Professor services, 15 Nursing Officer services, 18 Paramedical Staff services, 6 Pharmacist Gr-II services and 60 Class-IV services, for a subtotal of 109 services.

Osmania General Hospital is also allocated a wide range of technical and support services, including Assistant Professors, Cardio Technicians, Pharmacists, X-Ray Technicians, ECG Technicians, Respiratory Technicians, Anaesthesia Technicians, Lab Technicians, Oxygen Technicians, Pharmacists, DEOs, Drivers, Electricians and other categories.

Final Consolidated Figures in Annexure-I

At the end of Annexure-I, the government order provides the consolidated totals.

The consolidated Annexure-I total is therefore 16,443 services.

The difference between the 16,443 services in Annexure-I and the overall figure of 16,448 in the main order is accounted for by the five MTS services listed in Annexure-II.

Five MTS Services Listed Separately

Annexure-II contains five named services/personnel.

They are:

1. Dr. M. Kavitha – Civil Assistant Surgeon
2. Dr. Mohd Rafi Pasha – Civil Assistant Surgeon
3. Dr. Syed Zafurrallah Hashmi – Civil Assistant Surgeon
4. Dr. Vijay Kumar Yadav – Civil Assistant Surgeon
5. A. Venu – Physical Director

The remuneration shown for these five services is ₹58,850 plus applicable DA and HRA, with the applicable Government Order cited as G.O.Ms.No.51, Finance (HRM.IV) Department, dated 11.06.2021.

How Will the Remuneration Be Paid?

The government order also specifies the payment mechanism.

For contract, honorarium and MTS services, remuneration is to be paid through the IFMIS-DBT mode. For outsourcing services, payment is to be made through a third-party agency.

The order further requires fresh agreements with persons engaged on contract, honorarium or MTS basis and a fresh agreement with the outsourcing agency, following the prescribed procedure for selection of the outsourcing agency.

Important Conditions in the Government Order

The permission is subject to several conditions. The concerned authorities must follow the prescribed norms for engaging contract and outsourcing services and apply the remuneration rates mentioned in the relevant annexures.

The government also requires certification that no other contract, outsourcing, honorarium or activity services are working under the administrative control of the Director of Medical Education beyond those covered by the order.

The expenditure is to be booked under specified heads of account covering outsourcing and honorarium services, contract and outsourcing services of medical colleges, teaching hospitals, nursing colleges and RIMS institutions.

What This Government Order Means

G.O.Rt.No.1085 is essentially an administrative approval for continuing a large number of contractual, outsourcing, honorarium and MTS services across institutions under the Director of Medical Education.

The order provides a structured framework for the continuation of these services during 2025–26, while also specifying remuneration, payment procedures, applicable Government Orders and institutional allocations.

Importantly, the permission is not an unconditional permanent appointment order. The services are permitted for the specified period or until regular posts are filled or the actual need ceases, whichever occurs earlier.
